Tenant refuses to pay top-up payments

My tenant, who is on Benefits, has not (and will not) pay the top-up payments due. She is also in rent arrears. I have sent her two letters outlining how much is owed and saying further action may have to be taken. (The Six month tenancy agreement finished 3 months ago). She does not answer the phone or the door. Advice on what the next step should be please.

Serve a section 8 notice grounds 10 & 11. If rent arrears are more than 2 months, then also plead ground 8 too.

You can also plead ground 12 the tenant is failing to communicate with the landlord.
