I have 2 tenants, one signs for himelf and the other has an advocate who signs for them.I can only send an original Form to one of them, so is it acceptable to send an email with scanned copy of the original, to the other?

The tenancy will/should state the accepted mode of communication for Notices etc. If it states one of the modes is by email then this should be fine. Alternatively you can request by email if they will accept the documents by email.
