Electrical Installation Safety Report

Is there any reason my Qualified Electricion cannot carry out the governments new landlord electrical safety standards report if he is not a member of NICEIC

I have looked at the government’s guidance https://www.gov.uk/government/publications/electrical-safety-standards-in-the-private-rented-sector-guidance-for-landlords-tenants-and-local-authorities/guide-for-landlords-electrical-safety-standards-in-the-private-rented-sector

and there does not seem to be this requirement can’t anyone give some clarification thanks Derek
