Tenant needs a 21 notice served on her b y myself. She lives in my basement. However she will not open the door and has been told, and I have been told by one of her friends to have nothing to do with her. She has always paid cash. I do not have bank details but in order to serve the section 21 I have return the deposit first and get her to sign for that.

You can post a cheque to the tenant with a letter enclosed to say you are returning the deposit. If you have an email or mobile for the tenant, inform the tennat you have posted the cheque. Hereinabove by courts are deemed the deposit returned, even if the tenant does not cash the cheque.
