I applied for a licence as more than 4 living in my HMO, 3 years ago the Council inspected this house and said as it was only 2 storey fire doors would not be needed nor mains interlinked alarms in every bedroom on top of the ones in hall landing and kitchen they asked me to put in which I dutifully did as well as thumb turn exit locks.
This year the Council have said of the same house that even though it is still only 2 storey they now want fire doors throughout the house as well as interlinked alarms in all bedrooms!
I said all upstairs tenants only had to open their windows and there was a roof just below at a shallow 15deg pitch allowing them to easily escape – were fire doors absolutely necessary – they quoted Lacors back at me which when I read it, it says 2 storey houses may NOT need fire doors throughout !
Has any one here received a licence without having to have fire doors throughout a 2 storey building ?
It is a huge imposition as my door openings are none standard requiring whole new frames as well as doors- all to be done whilst tenants in the house – they also look crap and non domestic with door closers etc

Excellent question. All councils are so scared of the Grenfall fire they are all revisting all HMOs and are applying the rules strictly.
I had the exact experience as you. My property already had fire doors. The council still wanted new doors and door frames.
When i said the doors are already all fire doors. They said they needed the door certificate as evidence they are fire doors. They accept the doors are fire doors but they still need evidence for the file.
Because the gap between the doors and door frame was 5mm they wanted all new doors and doors frames fitted.
I got fed up and sold the building.
What a nightmare for you- im sure they could have just seen the intumescent strips to decide if they are fire doors or not ! I am not sure if 5 mm will render them severly compromomised but i reckon the tenants would still have time to evacuate. Was yourd a 3 storey house?
I really dont want to have to install new frames and doors with tenants living there esp locked down
these licences are a disaster for couples too- i will never licence any more properties and will keep my others for 4 or indeed for maybe families in future
my tenants can ehousematesscape onto a lean to roof 40c- nom below the window and walk onto adjacent roofs to escape- ths one rule fits all is nonsense as when they introduced nonsense room sized legislation whih meant many thousands of single rooms failed the test and the poorest are now unable to afford housing so sleeping rouch putting pressure on the councils to house them ! –
