December 2019 Section 25 issued prior to Covid now on hold and tenant protected by the Act also using the Act to not pay rent. Will all legal actions be reinstated immediatley ? This is a ticking time bomb.

Indeed it is a serious problem. You have to serve a notice on the tenant and the court that you wish to re-activate yur possession claim. However as for the debt read the new insolvency act 2020 as your property is a commercial property

The above Act does not make it any easier sadly!
